Australian Aid to Solomon Islands
Australia has a deep, longstanding, and continuing relationship with Solomon Islands. Australia is an important economic partner and Solomon Islands’ largest development partner, representing two-thirds of all Official Development Assistance. Australia’s assistance is comprehensive including in health, education, infrastructure, scholarships, governance, law and justice, gender equality, disaster preparedness and response, and private sector support.
Australia – Solomon Islands Program Support (ASIPS) Facility
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS). ASIPS is the next phase of Australia’s partnership with Solomon Islands, and will provide logistical, operational, and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands.
ASIPS works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIPS Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:
- Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs.
- Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers; and
- Strategic advice, management, and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
- The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation, and localisation throughout program delivery.
Key tasks
Purpose
The role will provide operational and administrative support to the ASIPS Security Manager and the Facility Support Unit (FSU).
Roles and Responsibilities
The Safety and Security Officer will work in cooperation with the Security Manager, Security Coordinator, and wider FSU, and be responsible for the following:
- To monitor the local security situation via various means of communication such as electronic, printing and air.
- To update the Security Manager regularly about security issues and advise accordingly.
- Actively support the collection, collation and dissemination of safety and security information within Honiara and across the Solomon Islands.
- Proactively build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
- Manage the relationship(s) with service providers and onsite contract security personnel.
- Provide advice to internal beneficiaries on security matters pertaining to the Solomon Islands, with a focus on meeting ASIPS service standards.
- Contribute to the management of Services by being constructive and involved in all aspects of service delivery.
- Assist in the management of contracts and service level agreements for all Security providers in accordance with the provisions of these documents and through regular contract meetings and subcontractor KPI monitoring.
- Liaise with and provide advice on security risk to internal stakeholders, including membership of any internal steering committee or working group.
- Review, develop and implement security management systems, procedures and work instructions and provide high level advice and assistance in the interpretation of local laws and customs.
- Take a lead role in design and development of security training that’s commensurate with the threat and risk environment.
- Assist the Security function with the development, and reviews of the following documents:
o Security Plans, Procedures, and Guidelines
o Security Risk Assessments – Threat, Vulnerability, Risk Analysis, and Risk Mitigation & Treatment
o Security Contingency Plans - Suspension, Hibernation, Relocation, and Evacuation
o Journey Management Plan
- Model the functions values of responsiveness, integrity, impartiality, accountability, respect, and leadership.
- Lead by example by contributing to and participating in OH&S, Fleet and Risk Management programs.
- Other duties as required by the FSU.
Skills required for the role.
Key Selection Criteria
- Proven experience in a security management environment, providing the highest level of customer service with a strong emphasis on confidentiality.
- Demonstrated ability to lead, manage, motivate and develop security teams to achieve organisational and security unit goals and outcomes in a dynamic environment.
- Well-developed communication, interpersonal, collaborative and negotiation skills with an emphasis on managing relationships with a diverse and complex client group.
- Proven ability to respond to security incidents, undertake related investigations and prepare necessary reports, recommendations, and correspondence.
- Proven ability to self-manage, work co-operatively and collaboratively with others, and have a flexible approach with an ability to function effectively under pressure and to tight timelines.
- Security services/military/law enforcement vocational training would be an advantage.
- Must hold Solomon Islands driver’s licences valid to drive manual vehicles.
Experience required for the role.
- Demonstrated expertise and knowledge of security governance, issues, policies, and guidelines.
- Experience in radio communications networks.
- Knowledge of guidance and advisory documents such as AS4360 Risk Management, AS 4421 Guards & Patrols, AS 3745 Emergency Control, ISO 31:000 and the Protective Security Policy Framework.
- High level of competence in MS Office applications and databases.
Qualification required.
- Tertiary qualification or equivalent experience in a relevant area including but not limited to journalism, communications, risk management, fleet management, security operations and safety.

Reporting Lines and Performance Management
This position will sit under the ASIPS Security Manager.
Performance management will be undertaken by the ASIPS Security Manager. 360° performance feedback will be sought annually to inform the performance assessment process.
