Senior Administration and HR Officer

The Solomon Islands Red Cross (SIRC) is seeking a passionate and dynamic Senior Administration and HR Officer to lead the newly established Unit to support the delivery of Humanitarian Work across the country. A merit-based selection process will be undertaken for the position. Interested applicants should apply and will compete on merit for the available vacancy.

Primary Duties

Reporting directly to the Secretary General, the Senior Admin/HR Officer is expected to provide practical, timely support, advice and direction to the Secretary General and staff on all Administration, HR and staffing matters. These includes but not limited to Administration support, HR policy and procedures interpretation, donor and legal regulations as well as provides support on employee relations as well as compensation and benefits practices. The Sr. Admin/HR Officer is the key point of contact for all employees and also serves to facilitate the timely engagement for Admin and HR matters. This position truly is a Generalist in its nature.

Key Responsibilities:

  • Provides best HR and Admin support, service, guidance to staff for a variety of employment related questions, concerns and issues,
  • Raises HR-related issues with managers in a proactive and diplomatic fashion identifying practical solutions and appropriate action plans;
  • Reviews, revises and streamlines general HR procedures and forms to enhance efficiency and effectiveness;
  • Collaborates with the Recruiting team to analyze and generate offers of employment, with a focus in line with the NS HR policy;
  • Develops and maintain periodic human resources reports, reviews and appraisals for management, utilizing standard HR-related metrics;
  • Develops, updates, implements and/or communicates personnel policies and procedures in compliance with standard HR practices, laws and regulations;
  • Understands and is able to work collaboratively with Finance Division in other important functions including payroll and provision of executive support to various committee including the Board;
  • Engages on behalf of SG on a variety of HR issues and initiatives while providing clear guidance and communication related to labor law, comp and benefits, employee relations, etc.;
  • Identifies avenues for communication and knowledge sharing via sharing tools and other innovative methods;
  • Maintain all HR files in easy-to-navigate electronic files, in compliance with document retention policies;
  • Other duties as assigned by the SG or Senior Management Team.

Basic Requirements:

  • Bachelor’s Degree in Management, HR, Business or Commerce; plus a minimum of three years relevant Administration and Human Resources experience;
  • Critical thinker with constructive approach to problem solving. Will have the ability to identify issues and opportunities, provide recommendations and solutions in order to reach consensus with multiple stakeholders;
  • A focus and dedicated approach to providing effective customer service;
  • Demonstrated sensitivity and discretion when handling confidential information;
  • Demonstrated cross-cultural competencies and well organized with the demonstrated ability to perform and prioritize multiple tasks;
  • Demonstrated ability to be professional, calm, flexible, resilient, solution oriented, and creative;
  • A fair understanding of the SI Labour law and Excellent oral and written communication and presentation skills;
  • Proficiency in MS Office Suite (Word, Excel, PPT) as well as capacity to operate in databases including HRIS, etc.;

Preferred Qualifications:

  • Experience with other NGOs operating in donor funded environment;
  • A fair understanding of how humanitarian, NGOs or Auxiliary organizations operates.

Personal character:

Applicants must be of good character, with a background that demonstrates their commitment to the values of the NSC. The successful candidate will be required to provide a medical certificate and police clearance prior to taking up duty.
