Ad Title: Monitoring, Evaluation and Learning (MEL) Adviser, Education Sector Support program, Short–Term position.

Location: Honiara

Program Background

The MEL Adviser will work with the Solomon Islands Education Sector Support Program (ESSP) to build the capacity of the Solomon Islands Education Sector to deliver quality basic education. ESSP provides the implementation arrangements for the combined New Zealand Ministry of Foreign Affairs and Trade (MFAT) and the Australian Department of Foreign Affairs and Trade (DFAT) investment to support the Solomon Islands Government (SIG) Ministry of Education and Human Resources Development (MEHRD) to implement its Education Strategic Framework 2016–2030 (ESF) and the National Education Action Plan (NEAP).

ESSP promotes strengthened sector-wide donor coordination; provides funding through sector budget support and targeted capacity development and funds activities implemented by non governmental organisations engaged in the provision of education.

ESSP is managed under the Australia-Solomon Islands Program Support (ASIPS) Facility by DT Global.

The Role

The MEL Adviser is responsible for providing technical advice to the Program Management Team (PMT) to ensure the program maintains and implements a monitoring and evaluation framework which informs continuous improvement of the program.

The adviser will mentor the locally-engaged MEL Manager, who is responsible for leading monitoring, evaluation and learning for the program. The positon will work remotly with inputs in Honiara, Solomon Islands as agreed.

About You

To be successful in the role, you will need the following:

• Relevant qualifications in international development, monitoring and evaluation, management, strategic leadership and/or governance.
• At least 5 years’ experience in monitoring and evaluation of programs, providing advice on monitoring, evaluation and learning strategy and practice.
• Ability to build the capacity of team members to improve program monitoring and evaluation.
• Excellent stakeholder engagement, communication, and relationship management skills.
• Successful experience of working within culturally diverse areas with the ability to contribute to effective solutions and sustainable outcomes.
• Commitment to champion gender equality and social inclusion issues and to incorporate these in monitoring and evaluation.

Desired Experience and Knowledge

• Experience working on international development programs in Solomon Islands or in the Melanesian/Pacific Islands context, demonstrating cross cultural skills.
• High level flexibility and the willingness to take a leading role in the implementation of change.

Remuneration

Commensurate to the technical knowledge and years of relevant experience. The role will be up to 60 working days between March and November 2024.
