About Australia Pacific Training Coalition (APTC)
The APTC is a centre for training excellence, providing Australian-standard training qualifications and skills across the Pacific and Timor-Leste.
As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, the APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems.
The APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a Regional Head Office located in Suva, Fiji.

The Role
The Monitoring, Evaluation and Learning Officer supports the APTC Solomon Islands and Kiribati Country Office, APTC Regional Head Office and program activities to assist in the successful implementation of the Monitoring, evaluation and Learning framework. The position is responsible for the collection and use of evidence from monitoring and evaluative activities in the Solomon Islands and Kiribati.
The Monitoring, Evaluation and Learning Officer will be part of the Country Office’s Strategic Effectiveness Team, which reports directly to the Country Director. The role will have a supplementary reporting line to the Monitoring, Evaluation and Learning Coordinator located at APTC Regional Head Office, Fiji.
As Monitoring, Evaluation & Learning Officer you will be responsible for
- Monitoring, Evaluation and Learning Framework and Guidance
- APTC Evidence Base, Strategy and Reporting
- Lessons Learning and Knowledge Management
- Capacity Building
This position is located at the APTC Solomon Island Office, West Honiara.
To be successful in this role you must have:
- Tertiary degree qualification specialising in research, monitoring and evaluation or related discipline relevant to the role or at least three years of relevant work experience.
- Highly developed conceptual, analytical and strategic thinking skills including the ability to identify and respond appropriately to emerging issues.
- Demonstrated knowledge and work experience in labour market data collection and analysis.
- Demonstrated ability to facilitate learning from MEL findings and to clarify and communicate complex concepts simply with a range of stakeholders in multi-cultural settings.
- Excellent interpersonal, communication and written ICT skills with relationship networking skills and ability to work effectively in a cross-cultural environment, and prepare quality responses and reports.
- Ability to work collaboratively as part of a small and dedicated team, as well as across regional campuses.
Contract duration: Until 31 March 2025
