Summary of organization and role

The International Organization for Migration (IOM) Solomon Islands implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to vulnerable populations in partnership with government, civil society, other United Nations (UN) partners, regional bodies, and private sector counterparts.

Under the overall supervision of the Programme Manager and the direct supervision of the Project Manager, the Field Engineer will be responsible for improving evacuation sites in Solomon Islands and designing container warehouses. As part of his / her responsibilities, the Field Engineer will travel with IOM staff and government partners to assess potential evacuation sites, identify and propose improvements to the site and develop all relevant Bill of Quantities (BOQs) and Scope of Works necessary for improving the sites. Each evacuation site is expected to function as a short-term shelter (less than 48 hours) for the selected community. The Field Engineer will be responsible for launching construction work in each site. The Field Engineer will also be responsible for identifying local capacity to implement improvements as well as leading any relevant technical briefings, trainings, and monitoring visits. In addition, the Field Engineer will be expected to design container warehouses for the three provinces targeted by the project and provide any necessary support.

Key tasks to be performed

  • In coordination with the Project Manager, travel to communities to survey sites and develop justifications for selecting each site (for a total of nine sites).
  • In coordination with the Project Manager, engage in consultations with community leaders and government partners and provide technical expertise as necessary.
  • Based on assessments, identify improvements for each selected evacuation site in order to strengthen capacity to mitigate disasters caused by natural hazards. If necessary, propose designs for standalone structures.
  • Coordinate with the Project Manager and government partners to identify local capacity to implement proposed improvements and lead any relevant technical discussions and trainings.
  • Support the launching of construction work for each site and provide assistance as necessary, including through monitoring visits.
  • Develop scopes of work, schedule, designs, Bill of Quantities (BOQs), blueprints and cost estimates for evacuation sites and container warehouses to be stocked with Non-Food Items (NFIs).
  • Coordinate with government counterparts and the Project Manager to identify suitable locations to install container warehouses. Support the procurement and delivery of containers as necessary.
  • Undertake duty travel relating to programming, monitoring, and liaison with counterparts, as required.
  • Perform such other duties as may be assigned.

Skills required for the role

  • Excellent interpersonal and intercultural communication skills.
  • Ability to operate in remote and/or rustic locations for short periods of time.
  • Competent with AutoCAD and other relevant software.
  • Excellent analytical abilities and demonstrated capacity to draft and edit technical documents.
  • Strong interpersonal skills and ability to maintain trust and good working relationships with counterparts.
  • Capacity for creative thinking.
  • Team-oriented, but with capacity to work independently and with minimal supervision.
  • Personal commitment, efficiency, and flexibility.
  • Strong organizational and time management skills, and ability to deliver under tight timelines.
  • Understanding of IOM policies, procedures and institutional tools will be considered an advantage.

Experience required for the role

  • Minimum two years of experience living and working in developing country environments and remote areas preferred.
  • Demonstrated experience of improving evacuation sites and construction container warehouses.
  • Experience in liaising with government authorities, inter-governmental institutions, UN agencies, national and international civil society organizations, and local communities.
  • Demonstrated experience and understanding of disaster risk reduction and climate change adaptation in the wider Pacific region will be considered a distinct advantage.

Qualification required

  • Master’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution with two years or relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Certification as a licensed professional engineer.
