Program Background

Australia – Solomon Islands Program Support (ASIPS) Facility
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS). ASIPS is a mechanism through which operational and quality programming/development effectiveness support is provided to the Australian High Commission in Honiara (AHC) to advance priorities in the bilateral relationship with Solomon Islands. The Facility, managed by the Facility Support Unit (FSU), provides operational and technical expertise and resources to service a range of diverse service orders (SOs) – from large multi-year sector programs to small, one-off operational activities. The Facility also provides AHC with the flexibility to rapidly respond to opportunities and needs as they emerge.

ASIPS works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The range of support includes, but is not limited to:

  • Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs.
  • Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers.
  • Strategic advice, management, and reporting, including program management, infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
  • The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation, and localisation throughout program delivery.

The Role

The MEL Manager, under the direction of the ASIPS Facility Director and DEH Manager, will oversee the implementation and refinement of the ASIPS MEL plan and framework ensuring that project and sector level MEL support meets DFAT requirements.

The MEL Manager oversees the delivery of all aspects of MEL: the manager will lead in the implementation of ASIPS’s MEL plan and framework; ensure that data and evidence is used to inform decision making and lead analysis and reporting in line with DFAT’s standards. The MEL Manager will be a member of the Facility leadership team and will work with the FSU and across funded service orders to ensure that MEL is integrated, fit for purpose and useful.

About You

  • Tertiary qualifications, a professional MEL qualification and/or substantial experience leading MEL in a development context.
  • A minimum of 10 years of practical and demonstrated experience in a role with responsibility for planning and implementing monitoring, evaluation and learning for a program or organisation, with responsibility for preparing high quality reports.
  • Demonstrated experience working to DFAT’s Design and Monitoring, Evaluation and Learning Standards.
  • An understanding of capacity development in international development, program planning and strategies for measuring and evaluating capacity changes at individual, organisational and system levels. Ability to work effectively as part of a cross-cultural.
  • Experience managing capacity development initiatives with a commitment to strengthening capabilities of MEL staff, local counterparts, and institutions.
  • Experience working in GEDSI with a strong understanding of gender equality concepts and issues in the Pacific; and incorporation of GEDSI into MEL systems.
  • Superior writing skills. Familiarity with Australian Government writing conventions and standards.
  • High level communication, consultation and facilitation skills, and experience conveying complex information to stakeholders with varying levels of experience or ability.

Remuneration
Commensurate to the technical knowledge and years of relevant experience.
