Exciting opportunities available to a passionate person who would like to join a dynamic and fast moving team with the Pacific Australia Labour Mobility (PALM) scheme Labour mobility activities.

The Labour Mobility Administration Officer will support the operational activities required to process PALM Scheme registrations, support approved employers to recruit worker mobilizations in line with the Ministry of Foreign Affairs and External Trade’s Labour Mobility policies and procedures.

Duties and Responsibilities:

  • Provide customer service and undertake reception duties, including fielding questions.
  • Data entry of Worker Registration and Recruitment Database.
  • Scan and photocopy relevant documents as required by the Director.
  • Manage PALM filing system.
  • Organize logistics for training and awareness sessions.
  • Organize logistics for employer visits as required by the Director.
  • Support Administrative tasks as prescribed or requested by the Director.

    Qualifications and Experience:

  • Diploma or Bachelor of Commerce in Economics, Human Resources, Public Administration or equivalent (or with work experience) or working towards a qualification.
  • Experience in fast paced working environments, with tight deadlines.
  • Excellent communication and customer service skills.
  • Able to work as part of a team and autonomously.
  • Strong organisational and time management skills.
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook).
  • Fluent in English.

The In-country Recruitment Database (IRD) support officer will play a key supporting the LMU Information Officer to coordinate, implement and deliver the ongoing operational adoption and improvement of the IRD team in the Solomon Islands.

The role will include data entry, updating the IRD for the purposes of improving data quality, supporting the delivery of IRD training for the LMU staff, collation of reports and acting as a second point of contact for the IRD team in Solomon Islands.

Duties and Responsibilities:

  • Develop systems and processes for collection, analysis and reporting.
  • Provide IRD updates, troubleshooting, and coordination between the Labour Sending Unit (LSU) in Fiji and the Brisbane-based Pacific Labour Facility (PLF) IRD team.
  • Assist in developing training materials and regular training of staff on IRD User Manual.
  • Ensure IRD Data Quality is up to date, assisting teams in merging duplicate workers and employers, setting up notifications and managing their recruitments.
  • Ensure compliance is maintained by all system users and prepare regular and ad hoc reports.
  • Liaise with internal and external stakeholders as required.
  • Provide support to the local team with Labour Mobility related tasks.

Qualifications and Experience:

  • Relevant experience (at least 3 years) with data coordination and/or data handling.
  • Proven experience of data entry and/or quality assurance of programs.
  • Outstanding attention to detail and analytical thinking skills.
  • Ability to write process documents and manuals.
  • Strong interpersonal and communication skills.
  • An understanding of working with Government and Government stakeholders.
  • Experience in facilitating workshops, training activities and coaching/mentoring of others desirable.
  • Able to work as part of a team and autonomously.

The Monitoring and Evaluation (M&E) officer will support the Overseas Employment Division in the Ministry of Internal Affairs to collect and use their own data on Labour mobility. It will also assist the PLF to implement the Pacific Australia Labour Mobility (PALM) Scheme Monitoring, Evaluation and Learning Framework. The role coordinates with research partners, undertakes learning activities and promotes Gender Equality, Diversity and Social Inclusion (GEDSI) objectives.

Duties and Responsibilities:

  • Identify Labour mobility information/data gaps and work with the Overseas Employment Division and other stakeholders to develop strategies to address gaps.
  • Implement the Pacific Labour Facility Monitoring, Evaluation and Learning Framework.
  • Coordinate with research partners, and promote Gender Equality, Diversity and Social Inclusion (GEDSI) objectives.
  • Assist in-country QLP-led activities, including Gender Equality, Diversity and Social Inclusion (GEDSI) analysis; M&E activities including research (both internal and external and reintegration.
  • Liaise with internal and external stakeholders as required.
  • Provide support to the local team with Labour Mobility related tasks.

Qualifications and Experience:

  • Tertiary Qualifications in Social Sciences; Management; Business/Commerce; Development; Statistics or other relevant discipline and demonstrated experience working in a related field.
  • Experience in qualitative and/or quantitative research and data analysis.
  • Experience in managing and implementing projects.
  • Experience and/or understanding of the Solomon Islands Government operating context and experience with, or fostering relationships with, other stakeholders including civil society organizations, academic institutions, private sector and development partners.
  • Excellent communication skills, both written and verbal.
  • Demonstrated technical skills in data collection and analysis with MS products, especially Excel.
  • Able to work as part of a team and autonomously.

The Labour Mobility Reintegration Officer will oversee, support, and facilitate the development and implementation of the SI Economic Reintegration Policy and the proposed reintegration activities. The role will contribute to monitoring and evaluation, encompassing economic, social, and psychosocial aspects of reintegration. These reintegration activities will provide information, services, training and support to workers and their families.

Duties and Responsibilities:

  • Support the development and/or implementation of reintegration initiatives and activities in line with the Solomon Islands Economic Reintegration Strategy.
  • Develop an annual reintegration workplan for Solomon Islands in consultation with LMU, and key stakeholders (including workers, families, community groups, government departments, NGOs, private sector, donor partners etc.).
  • Facilitate, support and host returned worker events, stakeholder workshops, initiatives, and programs for PALM returned workers and key stakeholders including providing information on reintegration issues, pathways, supports and programs.
  • Collaborate with internal and external stakeholders to deliver relevant reintegration activities.
  • Provide regular and ad hoc reports.
  • Provide support to the local team with Labour Mobility related tasks.

Qualifications and Experience:

  • Bachelor of Commerce in Economics, Human Resources, Public Administration or equivalent (or with work experience).
  • Experience in designing, managing, and implementing projects.
  • Excellent written, verbal, and interpersonal communication skills, for high level external engagement and building networks, partnerships, and collaborations.
  • Experience in facilitating workshops and training activities.
  • Excellent strong organisational and time management skills.
  • Excellent communication skills, both written and verbal.
  • Understanding of Gender, Disability and Social inclusion.
  • Able to work as part of a team and autonomously.
