Summary of organization and role
Solomon Islands Climate Action Network is a newly established national node partnering and linking INGOs, NGOs, and CSOs working on climate change and environmental related space in the Solomon Islands has regional linkages to the Pacific Islands Climate Action Network and the Climate Action Network International. SICAN’s goal is ensuring climate change actions and movements is just and fair for all Solomon Islanders, and that Solomon Island Islands Climate Action Network in collaboration with INGO, local NGO,CSO, Government, private sector and development partners take actions to protect our people and natural environment and resources from the impacts of climate change through inclusive partnership and collaboration, advocacy and networking, empowerment and gender inclusivity, knowledge brokering and sharing, action and implementation, and policy dialogue.

Solomon Islands like other Pacific Islands Countries and States, faces significant challenges across the areas of climate resilience, gender equity and inclusive governance. Recent research shows climate finance flows are increasing, but that does not necessarily mean that climate finance is adequate, or that finance is translating into concrete benefits on the ground.

SICAN through partnership with the Oxfam in Pacific is embarking on a five-year (2021 – 2026) Kōtui project, funded for the by New Zealand’s Ministry of Foreign A6airs & Trade (MFAT) and Oxfam Aotearoa (OAo). The purpose of the Kōtui programme is to increase the resilience, well- being and agency of women in the face of climate breakdown and disasters. The programme’s focus on resilience and well-being is grounded at the intersection between the accelerating challenges of climate change, entrenched gender inequities, and intractable issues associated with poor governance in the Pacific and Timor-Leste. It is designed to drive systemic change for the most vulnerable and marginalised. Hence the project goal is “Women, including those also in other groups facing marginalisation, have increased resilience, well-being and agency in the face of climate breakdown and disasters.”

The Kōtui project is a legacy project under the new Economic Justice Pillar of Oxfam in the Pacific, that brings together their legacy projects in climate change (including climate finance) and gender and the influencing work in this space with the purpose to provide the strategic way forward, for future programming that’s relevant to Pacific Islanders and value adds to regional and national priorities.

The MEL person as a member of the Solomon Islands Climate Action Network team will support the current programs (including Kōtui and PACCCIL) and will be involved in any design processes of new programs. The core responsibility of the MEL person will be to support the programs and SICAN partners to understand MEL processes, develop MEL Plans, collect, and analyse data, facilitate learning from the findings and support the presentation of the learning to partners, communities and donors. Overall, the MEL officer will support SICAN programs and partners in all program quality aspects of the work of their funded, non-funded and network partners.

Key tasks to be performed.

  • Facilitate trainings and mentoring all SICAN staffs and SICAN partners so they understand
  • MEL processes (Program Logic/ Theory of Change, development of MEL Plans, collection and
  • analysis of data, report writing, learning, and data presentation)
  • Leading and supporting SICAN program teams and partners to gather and analyse data
  • (baseline survey, mid-term review, end-term review information as required)
  • Leading and supporting program teams to reflect on and analyse information gathered
  • Organise the logistics of engaging with MEL partners
  • Support/ facilitate the Program Quality Monitoring during SICAN network meetings
  • Develop and facilitate Program Quality trainings with staff and partners
  • Supporting partners with all program quality MEL work
  • Support SICAN implementation team and SICAN partners to gather stories of change
  • Support in the development of SICAN learning notes and case studies
  • Develop and maintain SICAN program quality filing systems
  • Support Program Quality Network including writing minutes and managing network member communications
  • Brief new staff about the Child Protection (CP) policy and Code of Conduct, and about the SICAN & Oxfam CP reporting processes should they witness (or know about) a Child
    Protection incident that is linked with SICAN and Oxfam work
  • Support SICAN partners to develop and implement CP policies if they don’t have one
  • Support SICAN program teams to ensure that they are thinking about Child Protection during their design, implementation, and MEL processes

Skills and experience required for the role.

  • At least two years’ experience working in monitoring, data collection, data management and data evaluation
  • Strong facilitation and collaboration skills
  • Have an understanding and/or background of climate change challenges in the region
  • Skills in supporting colleagues and other stakeholders to gather information and put into place monitoring and other program management systems
  • An understanding of gender equity and inclusion
  • Experience in meeting donor requirements and the development of reports
  • Proven analytical skills and experience in developing a range of communications including donor reports, case studies, program quarterly, and annual narrative reporting etc.
  • Computer skills
  • Fluent written and verbal English

Qualification required.

  • Relevant degree in a subject related to social studies, climate change, environment, or equivalent qualification is relevant.

The position is based in Honiara, Solomon Islands. The role may involve some travel to program sites of implementing partners and visits to rural communities - involving over-land drive vehicles, small boats and plane trips. It is a condition of employment that staff abide by all agency security and safety protocols, policies and procedures and the Oxfam International Security Protocol and SICAN Security Protocols.
