Job Brief

Program Background

The Women’s Development Division (WDD) of the Ministry for Women, Youth, Children and Family Affairs is responsible for ensuring Solomon Islands meets its national and international gender commitments, including the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). The Gender Equality and Women’s Development (GEWD) Policy provides the overarching policy framework that guides the work of the WDD to address gender inequality and promote the wellbeing of women and girls in Solomon DT GLOBAL | Terms of Reference: SafeNet GBV Administrative Data Officer Version: 2 Issue date: 25/08/2022 www.dt-global.com Page 1 of 5 Islands. The Women’s Development Division is the custodian of the National Policy to Eliminate Violence against Women and Girls (EVAWG), a subsidiary policy to the GEWD, and is responsible for ensuring the prevention of gender-based violence and protection for survivors. Under this mandate, the Women’s Development Division has oversight of the SAFENET, Solomon Islands national referral network of gender-based violence services.

Australia Solomon Islands Program Support
The Australia Solomon Islands Program Support (ASIPS) works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The range of support includes, but is not limited to:

  • Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs;
  • Provision of support services (including logistics and security management) for Australian Government’s deployees and technical personnel;
  • Strategic advice, management and reporting, including program management, infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
  • The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation and localisation throughout program delivery.

The Australia Solomon Islands Program Support (ASIPS) facility is funded by the Australian Government and implemented by DT Global.

The Role
The SafeNet GBV Administrative Data Officer will be responsible for the Gender Based Violence (GBV) administrative data collection, analysis and reporting, and developing the capacity of SAFENET member agencies in using the SAFENET data tool, at both the national and provincial level.

About You
To be successful in the role, you will need the following:

  • Tertiary qualification in data science, statistics, monitoring and evaluation or related field
  • At least 5 years’ experience working in monitoring and evaluation or research and development, preferably in the social sector
  • Able to demonstrate understanding of the importance of safeguarding and privacy/confidentiality relating to client data
  • Ability to work under pressure, manage competing priorities and meet deadlines
  • Demonstrated ability to share knowledge, build relationships, mentor and coach people to transfer skills
  • Strong written reporting skills, including the ability to summaries and simplify complex information and data for a wide audience
  • Excellent command of the English and Pidgin English language
  • Able to demonstrate an understanding of the gendered dynamics of sexual and gender-based violence, and domestic violence
  • Experience working in sexual and gender-based violence and/or domestic and family violence either in policy and programming or service delivery
  • Experience in statistical analysis and reporting on social / humanitarian sector data
  • Experience working in a Pacific Islands country.

Remuneration
Commensurate to the technical knowledge and years of relevant experience and in accordance with the DT Global and ASIPS remuneration framework
