Provincial Communicable Disease Coordinator (PCDC) – Province Based to support the Provincial Health Services
Locations: Malaita, Guadalcanal, Central Islands, Temotu, Honiara
PURPOSE OF POSITION
The Provincial Communicable Disease Coordinator will be responsible for coordinating the Provincial Malaria and TB response of the province, supported through the Global Fund, under the leadership of Ministry of Health & Medical Services (MHMS) in collaboration with World Vision (Principal Recipient of the Global Fund -PR) and technical partners. This critical role is to facilitate the timely provincial planning, implementation and coordination of all grant funded activities, which are aligned to the country’s strategic plan for Malaria and TB.
RESPONSIBILITIES
- Program Implementation
- Assist the Provincial Health Services to oversee and implement the distribution and allocation of malaria and TB diagnostics and drugs to health facilities based on consumption and forecasting data.
- Work with Provincial Health Services for community engagement activities for TB and Malaria.
- Coordinate with clinical teams and TB Coordinator in respective provinces for sputum transportation and testing
- Coordinate with clinical teams and TB Coordinator in respective provinces for active case finding and contact tracing.
- Collaborate with the Provincial Health Division on engaging local CSOs in community-based TB treatment processes.
- Disseminate the strategy for community engagement and social behaviour change approaches as decided by National programs for TB and Malaria.
- Coordinate with Provincial Malaria Manager for skill building of clinicals teams for quality case management.
- Coordinate the distribution of rapid diagnostic tests, drugs for malaria and assist in social behaviour change activities with provincial Malaria program for use of Long-lasting Insecticide Nets for various target groups including in hard-to reach areas.
- Collaborate with MHMS at all levels, to assist in the coordination of various malaria surveys, commissioned by Govt of SI.
- Support WV to manage the donor compliance, documentation and reporting requirements for program, finance through timely submission of reports, acquittals and expense reports.
- Participate in spot checks/ audits as required by local Fund agent (LFA) and other supervisory activities from MHMS.
- Information flow and Communication
- Monitor and guarantee the flow of accurate and timely health data and information into DHIS2 by collaborating with the provincial TB and Malaria program managers/coordinators and Nurse Managers/Nodal Nurses in the AHC/RHC/NAP levels.
- Support TB coordinator for data management level using DHIS2 on quarterly basis.
- Coordinate with Provincial Malaria Manager for data completion and timely reporting using DHIS 2 on monthly basis before 15th of the following month.
- Assist Provincial TB Coordinator and Malaria Manager to review the disease trends through review meetings to communicate current malaria and TB epidemiological reports from the provincial levels and analysis of trends to relevant stakeholders at provincial and National level.
- Inform Provincial Health Director and WVSI of operational challenges that affect grant implementation on monthly basis.
- Provide relevant program monitoring reports at monthly and quarterly frequencies to implementation unit program managers.
- Track supervisory visit recommendations and submit follow up plans for actions to be taken by respective provinces
- Supply Chain monitoring
- Assist TB Coordinator and Malaria Manager to communicate with health facility staff, Health Zone Nurse Managers and Second Level Medical Store to ensure efficient malaria and TB commodity management
- Work with provincial and national PSM teams to address stock management of TB and Malaria health products at facility level, as part of health system strengthening for improved forecasting, ordering, and monitoring.
- Collaborate with Second Level Medical Store staff and Provincial Pharmacist to monitor stock levels and communicate provincial consumption and orders.
Work with Provincial Health services to ensure an adequate supply of LLINs in health facilities for specific requirements.
- Support Provincial Health Managers/ TB Coordinator for Quality case Management
- Monitor Provincial and Zone Nurse Managers, medical staff and laboratories to ensure adherence to accurate diagnostic processes and treatment guidelines for TB and Malaria.
- Conduct in-service on-the-job education for sound knowledge of diagnosis and treatment practices for TB and Malaria
- Coordinate for sensitization of clinical teams on social and behavior change communication/ community engagement as they will oversee the outreach services.
- Program Quality (Training will be provided on this)
- Disseminate SOPs/ Guidelines for implementation as shared by MHMS and technical partners.
- Track provincial targets and activities as laid out in Performance Framework of the grant.
- Work closely with the Monitoring and Evaluation lead of PMU on the detailed implementation plan for the specified province.
- Ensure the proper collection of data feeding into Monthly, Quarterly, and Annual Reports
- Timely communication of concerns, risks, or problems to the Global Fund supported Project Management Unit (PMU).
- Inventory and asset record management
- Grant/Finance Management and Compliance (Training will be provided on this)
- Disseminate all Global Fund required compliance requirements such as Safeguarding, data protection, PSEAH (prevention of sexual exploitation, assault and Harassment), asset management guidelines.
- Disseminate all financial and M&E protocols for grant compliance
- Ensure timely reporting to PMU for all funds disbursed along with supporting documents for audit purposes.
- Networking and Representation
- Develop and maintain professional relationships with Provincial public Health Division.
- Develop and maintain good working relationship with clinical teams such as nurses, pharmacists and support staff.
- Represent WVSI in Health Working Groups for TB and Malaria discussions at the Provincial level.
KNOWLEDGE/QUALIFICATIONS
- Mandated to have an undergraduate degree in Public Health, Nursing, Pharmacy, Health promotion, Social Sciences, Social Work, Medicine, or related fields. Master’s in Health Management and Public Health can also apply.
- At least 5 years of relevant work experience in public health, community-oriented Civil Society Organizations, including NGOs and INGOs. (Non health professionals need not apply)
- Strong communication skills
- Experience or exposure to TB and Malaria Programs is advantageous
- Experience on working with grant projects is advantageous.
- Experience in handling health products and medical supplies is preferred.
- Strong documentation and reporting skills.
- Should be well-versed in handling computer (Efficient user of MS Suite (Word, Excel, PowerPoint, MS Teams)
- Knowledge of DHIS2 or similar data management programs will be an advantage
- Should be able to carry out basic accounting for reimbursements / settling cash advances, timely submission of financial reports.
- Originating in the specified province and knowledge of local customs is a plus.
- Has a smart phone and able to participate in remote team engagement.
- Fluent in English and Solomon Islands Pidgin.
- Knowledge in management of other multilateral and government grants
- Flexibility to respond to a changing work environment and extensive travel within the Province.
- Understanding and experience of the principles of basic epidemiological will be an advantage
- Ability to work independently or as a member of an integrated team.
- Ability to accurately perform time-bound tasks and meet deadlines.
