Job Brief

  • The Infrastructure Project Manager will work under the supervision of the Infrastructure and Budget Support Lead to provide a consistent approach to support MEHRD in relation to asset and infrastructure management.
  • Open to Solomon Islands citizens and permanent residents only
  • Full-time contract until 30th April 2027 (with a possible extension)

Program Background

Solomon Islands Australia Education Partnership
The Solomon Islands-Australia Education Partnership (Edukeson fo iumi) focuses on supporting access to quality basic education, investing in the success of SINU, and providing scholarship and skills opportunities for Solomon Islands leaders and professionals. Building strong Solomon Islands-Australia education relationships at all levels is a priority.

The program - Stronger Education Together (SET) - aims to improve equitable school access and enhance the quality of education. Investing up to AUD 44 million over eight years in basic education in Solomon Islands, the program will support the Ministry of Education and Human Resources Development (MEHRD) to deliver accessible school infrastructure suitable for boys and girls; Solomon Islands National University (SINU) to train effective teachers in modern and inclusive practices; and non-governmental organisations (NGOs) to support, promote and advocate for education for both boys and girls and children with disabilities.

The program provides funding through sector budget support to MEHRD to support infrastructure development in schools and in SINU.

The program is managed under the Australia-Solomon Islands Program Support (ASIPS) Facility by DT Global.

The program commences 1 April 2025.

The Role
MEHRD receives funding from SIG and from development partners to improve school infrastructure, including from DFAT through sector budget support. MEHRD works closely with Education Providers to ensure that school infrastructure is safe, healthy and meets the needs of communities.

About You
You must have the following:

Qualifications

  1. Engineering, Infrastructure program/strategic management qualifications or equivalent with experience in the education or another relevant sector.

Essential experience and knowledge

  1. Experience in developing, promoting, and implementing infrastructure asset management improvements in the public sector, preferably in a development context.
  2. Demonstrated ability to develop and implement asset management policies and procedures to improve consistency of infrastructure development and asset management.
  3. Demonstrable experience in preparing infrastructure development plans including developing costing and building design templates and reading building drawings.
  4. Experience in mentoring, coaching, and developing skills of less experienced infrastructure and asset management staff, preferably in a development context.

Desirable Experience and Knowledge

  1. Experience working on international development programs in Solomon Islands or in the Melanesian or Pacific Islands context.
  2. Sound understanding of ISO55001 and including concept and approaches, or methods used to implement an Asset Management System for infrastructure.
  3. Ability to converse in Pidgin English would be an advantage.

Remuneration
This position will be remunerated based on the candidate’s skills and experience and in accordance with the DT Global and ASIPS remuneration framework.
