National TB M&E Coordinator – To be based in Honiara (Re-Advertised)

PURPOSE OF POSITION
World Vision is the Principal Recipient (PR) of the Global Fund (GF) grant to Solomon Islands for TB, Malaria, RSSH (Resilient and Sustainable systems for Health). The Grant cycle 7 from 2024-2026 highlights the importance of enhanced data management functions at multiple levels, in order to address the chronic gaps of data quality for TB and Malaria, while expanding essential interventions for TB at the provincial level.

Ministry of Health and Medical Services (MHMS) provides technical support and oversight to the TB program, based on the draft strategic plan for TB in coordination with WHO, World Vision and other technical partners. DHIS2 is adopted by Solomon Islands MHMS and is the primary HIS (Health Information System) for majority of health programs.

In order to demonstrate results within this implementation cycle, the Global Fund invests in critical human resources to support the implementation and for grant management so that country’s targets are realized. The MHMS and partners have highlighted the need for strong and quality data management systems for TB and Malaria to ensure the provinces are well equipped to use the program data for planning and for effective service delivery. In GC7, there is increased focus on involvement of community at every stage of the program including monitoring and evaluation.

The Officer will be based at MHMS – National TB & Leprosy Program [NTBLP] (recruited by World Vision temporarily) and will be under the direct supervision of the NTLP Manager with matrix to the Design Monitoring and Evaluation (DME) Manager of the GF. She/ he is responsible to

RESPONSIBILITIES
Program Implementation

  • Ensure that the NTLP’s M&E plan for 2025-2026 is as per the National Strategic plans and the Global Fund performance framework and ALL tools/ registers/ formats have been revised to reflect the important programmatic considerations.
  • Ensure that the NTLP DHIS 2 database for TB is up to date and is aligned to country needs for domestic and global reporting. (For DS & DR TB)
  • Ensure that high quality data is available for DQR (including timeliness, completeness and accuracy)
  • Ensure the successful implementation and use of DHIS2 across all reporting sites for TB.
  • Ensure that NTLP data are complete, analyzed and feedback is provided to all provinces on quarterly basis within 15 working days of receiving their reports.
  • Liaise with MHMS’ larger Health Information System (HIS) Unit, Surveillance team and WHO to improve quality of TB data.
  • Carry out data verification checks at least once in a quarter.
  • Ensure the quarterly submission of NTLP data to the TB Technical Working Group (TWG), Provincial Health Services, oversight committee (OC) of the Country Coordinating Mechanism (CCM), PR for regular GF reporting such as Pulse check and Progress Updates.
  • Provide feedback to Provincial TB Coordinators on TB program progress in order to increase data usage at service delivery level within 15 working days after receiving reports from the provinces.
  • Maintain database of reporting tracker and alert immediately if health facilities are delayed by 5 working days in their reports.
  • Provide guidance to all 10 provinces and all TB reporting units for timely reporting.
  • Support to data analytics at national and provincial levels with appropriate back up and data protection as per data protection and right of access policy.
  • Assist National TB & Leprosy Program Manager with quality data filled reports for Executive Briefings/ Ministerial Updates on TB situation.
  • Assist PR team for reporting to the Global Fund.
  • Assist Program Manager team in monitoring timely procurement and distribution of TB drugs and commodities, to ensure there is no stock out at any level.
  • Prepare and disseminate reports on how the TB program data is used on quarterly basis.

Scope of Tasks

Data analytics and reporting

  • Ensure that all reporting forms and registers are updated (hard copy/ e-reports etc.)
  • Ensure that the indicator definitions and reporting guidelines are disseminated to all reporting units by end of Q1 2025 and Q1 2026.
  • Ensure that all reporting units are submitting reports on time by engaging with PCDC / TB Coordinators and implementing a tracking system for reports which is regularly updated (monthly/ quarterly.
  • Ensure NTP (DS & DRTB) reports are encoded on time and review these reports for completeness and consistency before encoding.
  • Provides quality check to encoding by validating encoded data.
  • Perform initial analysis and generate output tables.
  • Guide teams to carry out regular triangulation of data from TB Register, Lab Register and Patient folders; and maintain the TB data bases by regular entry of patient data and medical history from patient folders into the TB Information.
  • Assist the Program Manager to prepare quarterly feedback letters to provinces on the status of their accomplishments including feedback on the reports submitted.
  • Finalize the official list of reporting sites nationwide.
  • Submit NTP data to PR on a quarterly basis.
  • Set-up data back-up system; file and archive NTP data and reports (including supervisory visits reports).
  • Support the local funding agent (LFA)/ program review exercises.
  • Prepare activity plan and TOR and join NTP supervisory visits.
  • Assist the NTP and Grants Operations team in coordination and settlement of reports/ acquittals for team visits.
  • Participate in any Operations Research related to TB, as defined by National TB program.

Support Procurement and Supply Chain
 Monthly coordination meetings with PSM based on provincial case notification data.  Support forecasting/ quantification of TB drugs and commodities on monthly basis, aligned to case notification data.

  • Documentation: Assist NTP Manager in
    • Preparing the quarterly and annual reports, and communicating outcomes and recommendations to internal and external partners.
    • Participate in TWGs and support PR team in documentation
      o data validation process; data analysis, utilization and report writing (e.g., presentations and advocacy materials)
      o designing program reviews
      o Perform any other duties as required by supervisor on documentation (Executive Meeting briefing note, Ministerial update notes)

Capacity Building

  • Work with PR team and provincial coordinators to sensitize provincial teams on performance framework and reporting of GF.
  • Training provincial teams including data encoders (data entry clerks) on TB related reporting and data review. Develop and maintain good working relationships with the project partners.
  • Work collaboratively with HIV and other PR team members to review TB HIV co-infection data.
  • Transfer knowledge and skills pertaining to DHIS2 use to provincial team and health facility staff.
  • Provide database access, as per need for WHO and PR for data validation, spot checks by LFA

Any other task as required by the National Program Team

KNOWLEDGE/QUALIFICATIONS

  • Minimum University Degree course in public Health/Health Management/Social Studies/Epidemiology/Biostats
  • Computer Proficiency with particular strengths in:
     Using Microsoft excel and/or Microsoft access
     Adaptability to databases using excel and/or access
     Use of Power BI
  • Analytical thinking and ability to use data
  • Knowledge and experience in using other data management software is an advantage
  • Excellent oral and written communication skills
  • Goal oriented, attentive to details
  • Strong interpersonal skills
  • Able to lead and manage negotiations/guide PHAs and navigate partner relationships
  • Knowledge of data protection, ethical reporting and data management practices
  • Ability to engage, manage and motivate staff
  • Knowledge of Advanced research methodologies
  • Grant M&E Experience particularly performance-based grants
  • Atleast 3years work experience with SI’s health system or NGOs with focus on health data management
  • Dealing with partners in facilitation and coordination of a geographical dispersed team
  • Relevant work experience in database design and data management

  • Familiar with National TB Program (NTP)
  • Should have the ability to work with time sensitive deliverables. Remote engagement will be needed also
  • Working with partners, key stakeholders (including provincial and national Gov’t officers
  • Ability and willingness to travel domestically up to 30% of the time in a quarter
  • Needs to be responsible and demonstrate ownership of TB data management by proactive engagement and achieving deliverables
