We, Hyundai Engineering Company, the Engineering Procurement and Construction Contractor for Tina River Hydropower Development Project (3X5MW) are looking for H&S Supervisor for our project.

This position is responsible for leading the Health and Safety team of the HEC organization and achieve the safeguard requirements of the project.

Qualifications:

  • Bachelor's degree in H&S or equivalent or Engineering or Management.
  • Minimum 7 years of experience managing H&S for other major infrastructure projects, with at least some experienced in hydro management.
  • Knowledge of regulatory frameworks of Solomon Islands, conversant with IFC Performance Standards, Guidelines, Guidance Notes, Good Practice Notes and ADB Safeguards Policy.
  • Must have experience in reviewing and preparing safeguard documents including Environmental and Social Impact Assessments or Environmental and Social Plans for similar Projects.
  • Experience implementing or monitoring compliance with Health and safety safeguard documentation, with experience in infrastructure preferred.
  • Familiarity with Solomon Islands’ Worker’s Compensation and traffic laws.
  • Ability to manage a team, build professional skills, and set and monitor tasks and sub-projects.
  • Strong interpersonal and communication skills.
  • Ability to build strong stakeholder relationships, and proven tenacity to influence developers or private stakeholders to achieve safeguard outcomes.
  • Ability to manage a complex project, work to deadlines and establish procedures for monitoring and reporting.

Responsibilities:
Introduction:

  • The supervisor ensures the compliance of the project activities to meet Health and Safety safeguard requirements of the Lenders, in country laws and regulations and adheres to good international industry practices.
  • Identify, monitor and assess overall H&S risks that may encounter during the project activities.
  • Ensure the safety of manpower, equipment, machinery to achieve zero accident during the project construction.

Management

  • Conduct accident investigations and for ensuring that all occupationally injured employees report to immediately.
  • Proactively manage and support the construction activities by adequately providing specific H&S instructions/suggestion to various department managers and workers.
  • Communicate with HSE Team of Subcontractors, instruct them and provide necessary guidance.

Teams Supervision:

  • Take the role of H&S team leader and carefully supervise the work of H&S team members.
  • Supervise the performance of H&S reporting staff, providing clear direction and periodic monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

Training:

  • Coach and periodically remind employees of what to look for and how to correct or report unsafe conditions or hazards for various departments within organization.
  • Oversee the H&S trainings, and awareness programs are meticulously planned and delivered as per the schedule. Some of them include Fire safety, emergency evacuation and response.

Monitoring:

  • Ensure the team conducts all the H&S monitoring and reporting activities as set out in the Management Plans and successively reported.
  • Undertake field inspections as stated in the ESMPs, reporting any issues directly to the HSE Manager on a daily basis.
  • Organize and participate in weekly site inspection with Employer and its representatives and monthly with Project Office. Ensure potential hazards or risks identified are accurately reported and provide instruction for corrective actions to be undertaken.
  • Investigate H&S non conformances and provide effective solutions in line with GIIP for the closure.
  • Coordinate and monitor the performance of Security sub-contractor on a daily basis to check visitor and workers access to Project site are recorded, incidents are reported, security equipment are kept as per the requirement.
  • Random and regular checks for drug and alcohol at workplace.

Reporting:

  • Extensive review of Monthly reporting on Health and Safety contents in the Monthly Progress Report, KPI sheet and local contents as per the EPC Contract.
  • Adequately preparing and compiling the Quarterly Safeguard reports.
  • Review the reports prepared by subcontractors/consultants.

Meetings:

  • Ensure participation in stakeholder engagement for the Project, including with directly affected communities, civil society organizations, and other key stakeholders.
  • Participate in weekly and monthly safety meetings and present the observations made, corrective actions taken and ideas for improvement.

Audits:

  • Involve in timely audits by Employer and its representatives, present all the data of monitoring, evidences documented by the team before the panel.
  • Ensure all corrective actions suggested by the auditors are implemented without fail.
  • Discuss with stakeholders and contractors for their participation in the third party, independent audits like H&S audit, etc.
