JCPU Project Manager

The Anglican Church of Melanesia is working on establishing a university called “John Coleridge Patteson University” (JCPU) at the Kosu Land in Central Guadalcanal. The Project is under the authority and supervision of the “Project Planning Implementation Committee” (PPIC). The PPIC has established three subcommittees to undertake specific tasks as part of the project. The three committees are: Technical and Development Committee, Academia Committee and Fundraising Committee. The PPIC reports to the ACoM Management Board.

ACoM is therefore looking for a suitably qualified and dedicated person to fill the Project Manager role that will bear the overall responsibility for the developments of all phases and components of the JCPU Project and ensuring that progress is being made according to agreed strategic plans and timelines. This is a senior role needing a person who can work with minimum supervision and instruction to drive and lead the project implementation.

The Primary duties of this position are as follows:

  1. To lead the overall planning and implementation of all phases and components of the JCPU project in alignment with its strategic goals.
  2. To develop project budgets and produce expenditure statements.
  3. To ensure that developments across physical infrastructure and academic programs comply with relevant local and international legislation.
  4. To oversee and facilitate contracts related to infrastructure and academic activities in collaboration with relevant stakeholders.
  5. To spearhead financial resource mobilization, actively seeking donor support locally and internationally.
  6. To coordinate and manage PPIC meetings, including providing secretariat functions to ensure effective governance and decision-making.
  7. To coordinate effective and robust functioning of all PPIC three subcommittees.
  8. To provide regular progress updates and strategic insights to the ACoM Management Board.
  9. To identify and manage risks, ensuring project resilience and adaptability.
  10. To establish a robust framework for evaluating project outcomes and measuring long-term impact.
  11. Any other duties that may be reasonably be requested from time to time by the PPIC and the Management Board

Qualification and Experience:

  • A minimum of an undergraduate degree in either development, engineering, commerce with 5 years or more of experience in senior roles in a related area of work.
  • Interpersonal Skills and Knowledge:
  • Several years of experience in both development and tertiary education possibly in a Church environment
  • Previous experience in dealing with Government, Provincial Government and statutory bodies.
  • Previous experience or current ability and confidence to deal with donors.
  • Good Communication skills of both written and oral
  • Excellent interpersonal skills, with a sense of humor
  • Experienced in staff development and support
  • Sound personal organization and a constructive approach to problem-solving

  • A high respect for the mission and ministry of the ACOM
  • Cross-cultural experience and sensitivity
  • Is computer literate and able to use different applications

Remuneration
A competitive and attractive salary and other allowances will be negotiated with the suitable candidate.
