Program Background

Australia – Solomon Islands Program Support Plus (ASIPS+) Facility
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Australia Solomon Islands Program Support Plus (ASIPS+).
ASIPS+ is a mechanism through which operational and quality programming/development effectiveness support is provided to the Australian High Commission in Honiara (AHC) to advance priorities in the bilateral relationship with Solomon Islands. The Facility, managed by the Facility Support Unit (FSU), provides expertise and resources to service a range of diverse service orders (SOs) – from large multi-year sector programs (such as the Solomon Islands Australia Education Program (SET) to small, one-off operational activities. The Facility also provides AHC with the flexibility to rapidly respond to opportunities and needs as they emerge.
ASIPS+ works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The range of support includes, but is not limited to:

  • Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs.
  • Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers; and
  • Strategic advice, management and reporting, including program management, infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
  • The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation and localization throughout program delivery.

The Role
The ASIPS+ Monitoring Evaluation and Learning (MEL) team implements the ASIPS+ MEL system, encourages a learning and performance culture at the Facility and provides support to various sector programs. The team coordinates a community of practice and runs development sessions for the broader team.

The Senior Coordinator Research and Knowledge Management supports the Facility’s efforts to strengthen evidence-based programming and adaptive learning. While the role is primarily supportive, the Senior Coordinator is expected to lead specific aspects of research and knowledge management, including the development of knowledge products, facilitation of learning events, and integration of cross-cutting issues into research and learning systems.

About You
To be successful for this role you should meet the following requirements:

Education:

  • Bachelor’s degree in development studies, public policy, social sciences, a related field, or significant relevant work experience.

Experience:

  • Minimum of 3–5 years of experience in research and/or knowledge management (additional 3 years’ experience required for candidates without a degree qualification).

Knowledge:

  • Demonstrated experience in monitoring, evaluation and learning with DFAT-funded programs in Solomon Islands.

Skills:

  • Initiative and accountability in leading assigned tasks and outputs.

Remuneration
Commensurate to the technical knowledge and years of relevant experience and in accordance with the DT Global and ASIPS remuneration framework.
