The Bloomberg Philanthropies Data for Health (D4H) Initiative aims to enhance public health data collection and use in low- and middle-income countries. The initiative aims to ensure that a billion more people live in countries where data are used to steer public policy and program decisions. Under the Initiative, Vital Strategies has been working in partnership with the Ministry of Health and Medical Services (MHMS), specifically the Health Information System Unit and Policy and Planning Division on the Data Impact program to significantly enhance Solomon Island’s use of public health data to improve programs, characterize health outcomes and their risk factors, and promote evidence informed policy development.

Terms of Reference (TOR)
Consultant: Data Impact Country Coordinator – Solomon Islands
Location: Honiara, Solomon Islands
Contract Type: Individual Consultancy (Part-time)
Contract Period: Contract signing – 31 March 2027 (with possible extension subject to funding and performance)

Scope of Work
The consultant will work closely with MHMS focal points and Vital Strategies technical advisors to support the implementation of agreed program activities.

Key areas of work include:
Stakeholder Engagement and Coordination
Serve as the coordination focal point between the Data Impact program and the Ministry of Health and Medical Services (MHMS), including documentation of engagement activities and outcomes.

Country Workplan Implementation Support
Support the implementation of the agreed country workplan by tracking activities, documenting progress against milestones, and providing periodic updates on implementation status.

Meeting Coordination and Documentation
Organize stakeholder meetings and consultations with government and non-government partners, including preparation of agendas, facilitation support where required, and submission of meeting summaries and action points.

Activity Monitoring and Issue Reporting
Monitor implementation of Data Impact activities and submit periodic progress updates highlighting achievements, risks, challenges, and recommended actions.

Stakeholder and Partner Coordination Outputs
Facilitate coordination with in-country stakeholders and development partners, including documentation of collaboration activities and contributions to joint initiatives where applicable.

Financial Monitoring Summary
Monitor in-country expenditure and ensure it is in accordance with agreed work plans, budgets and protocols.

Program Progress Reporting
Prepare and submit regular progress reports summarizing program implementation, key outcomes, and updates for senior government officials, Vital Strategies technical advisors, and initiative partners.

Capacity Strengthening Outputs
May support capacity-building activities through facilitation of workshops or technical sessions and produce related outputs such as training materials, analytical briefs, reports, and data visualizations.

Qualities and Qualifications

  • Eight-10 years’ experience in health sector, international public health organization, or as manager of public health projects
  • Degree in relevant field (community medicine, public health, epidemiology) or equivalent experience
  • Written and oral English language proficiency
  • Ability to work independently, with an overseas supervisor
  • Good organizational and verbal and written communication skills
  • Proficient user of Microsoft office suite
