Branch Development Manager
Position Title: Branch Development Manager
Department: National Society Development
Salary Grade: Grade 9
Location: Honiara
Reporting to: Secretary General
Purpose: The Branch Development Manager is a senior management position and its role is providing key support and coordination within SIRC in ensuring its branches function effectively. The role will support the Secretary General in addressing internal pressures related to the areas of National Society leadership (branch level), integrity, accountability, volunteering and youth development.
Position Type: 1 Year Contract – to be renewed based on performance
Probation: 6 months
Terms and Conditions: The SIRC terms and Condition of Employment bind this position. Annual, Sick and long
service leave accruals will apply pursuant to the Solomon Islands Labour Act.

Specific Project duties, responsibilities and accountabilitiesBranch Development (BD):
- Ensure Branch Development is prioritized and captured well in existing national strategies, policies, and procedures.
- Develop the Branch Handbook in consultation with the Secretary General, Finance, Supply Chain and Program Focal Points and IFRC Branch Development Focal Points.
- Support on the assessment of the NS needs and planning for their sustainable self-development in line with the Red Cross assessment approach using BOCA (Branch Organizational Capacity Assessment)
- Generate Road Maps in consultation with the Branch Board and Branch Officers ensuring the key actions are SMART
- Collaborate with the Branch Officers, Disaster Risk Coordinator and First Aid and Youth & Volunteer Officer to ensure integrated approach to organizational development with other programmatic areas.
- Support the branches in their annual plan and budget process that is consolidated at the national level
- Ensure Branch submits financial and narrative report on quarterly and annual basis
- Work with the Secretary General to ensure the constitutional requirements of branches are up to date. This includes ensuring AGMS are conducted, elections held regularly and various branch coordination meetings are conducted and documented.
- Coordinate Membership drives ensuring diversity in membership, maintenance of a membership registry and ensuring members are up to date in their membership requirements.
- Provide support to the Secretary General to coordinate the General Assembly, with an emphasis on organization and attendance of SIRCS branch membership.
- Ensure that a peer support mechanism designed to build sustainable long-term peer support for branch development focal points and board members locally and regionally are developed to make sure that the members work is linked to the serviced to the vulnerable community and in line with the strategic plan.
- Advance the practical furthering of the Framework and Principles for Building Resilient and self-sustaining Branches on principles, approaches and practical methods for National Society development.
- Ensure the branches prevent, mitigate and address integrity issues using the tools, policies and resources available within the society
- Enhance Branches operations are more efficient and sustainable and support new models of NS business growth.
- Work with Branch Board to develop Fundraising Plan and funding proposals appropriate to the provincial locality.
- Work with the Headquarter First Aid team to support First Aid training at the branch level.
- Support and coordinate the NS team to roll out the Strategic Design of National and Branch Development in line with the Strategy 2030 of the IFRC.
- Maintain Partnership and Coordination with Provincial Government and with Local Partners.
- Support the socialization and implementation of the SIRCS Constitution, Policies and Procedures.
- Support Branches to manage, maintain and develop their asset base.
Volunteering and Youth development (V&Y):
- Work with Youth & Volunteer Officer to increase the volunteer numbers at branch level through a proper volunteer recruitment drive.
- Ensure branches are aware of the different roles of volunteers and members
- Support to identify and rollout training of volunteers
- Support the Branch Youth and National Youth Structure, Meetings and Plans and Coordination.
- Support the branches in ensuring low cost, low technology activities are conducted (community service, awareness, youth engagement events, and celebrations)
General management and tasks:
- Mobilize the human and financial resources required for the branch development and membership drive
- Sound management of direct line reports and sound planning and financial management for areas under his/her responsibility,
- University degree in management and/or social sciences or related fields required
- Relevant post graduate degree or MBA preferred
- At least 5 years of management experience, including direct supervision of more than 3 people
- At least 5 years of working experience in Organizational Development.
- At least 7 years of working experience in international humanitarian assistance and/or development work at the level of program manager
- Demonstrated success in project/programme planning, budgeting, management, risk management, reporting and evaluation
- Good communication, negotiating and influencing skills
- Ability to adapt leadership style according to the situation
- Politically and culturally sensitive
- Fluently spoken and written English
