Social Solutions International, Inc., (SSI) under the Pacific American Fund (PAF) is seeking proposals to provide construction services in support of the United States Agency for International Development (USAID) SCALE (Strengthening Competitiveness, Agriculture, Livelihoods, and Environment) program.

The PAF is a five-year, $35 million project financing facility funded by the USAID that provides a key platform for advancing USAID’s goals of promoting the localization of aid delivery. The goal of PAF is to improve the quality of life in vulnerable communities and to improve access to essential services across the region. In implementing the SCALE Initiative, which is tasked with enabling improvements for trade and investment, expanding the agribusiness sector, and improved natural resource governance; SSI will be overseeing the tendering and construction of small-scale infrastructure projects that has been designed to strengthen and expand the agribusiness sector in Malaita Province in the Solomon Islands. This RFP presents one of the 11 projects currently underway through this Small-Scale Construction initiative (PAF SSC).

These investments will take the form of a number of construction projects that will include food processing facilities, storage, road improvements, water supply, and energy infrastructure. The scope of work for individual construction contracts will range across construction trade disciplines and span across multiple sites across Malaita Province. Contractors should be able to work on more than one project at the same time, either in close proximity or geographically separated, depending on their capacity and expertise. If a firm does not possess a particular trade, experience, or capacity to submit a competitive bid, collaborations and joint ventured bids with other companies are encouraged. Subcontracting of trades is also encouraged to remain competitive.

The USAID Pacific American Fund, implemented by Social Solutions International, Inc., invites eligible construction contractors across the Solomon Islands to indicate their interest in the Construction of Gwaigeo Access Road. Interested construction contractors should provide information demonstrating that they have the required qualifications and relevant experience to successfully complete the construction of the Gwaigeo Access Road.
