1. Background
The Outstanding Women's Initiative (OWI), launched in 2019 is a flagship initiative of the Strengthening the Electoral Cycle in Solomon Islands Project (SECSIP) and implemented by UNDP in partnership with the Government of Solomon Islands (SIG). Reflecting SECSIP's commitment to inclusive democratic governance, OWI has empowered women leaders across all nine provinces and Honiara, boosting grassroots leadership visibility, including the election of a former participant to the Choiseul Provincial Assembly in 2022.

The OWI now seeks to rebuild and expand the network of Outstanding Women, strengthen their leadership capacities, and amplify women's influence in political and civic life ahead of the 2028 General Election.

2. Objectives
The specific objectives of the OWI Civic Engagement Campaign are to:

  • Re-engage existing Outstanding Women in each ward through collaboration with community-based organizations and councils.
  • Strengthen the leadership, civic, and electoral awareness skills of women leaders through workshops and dialogue sessions.
  • Promote inclusive participation of women in community and electoral processes.
  • Facilitate community-led selection of new Outstanding Women in wards where representation is lacking.

3. Who can apply?

  • Registered Non-Governmental Organizations (NGOs) and Civil Society Organizations (CSOs) operating in Solomon Islands.
  • Organizations with proven experience in women's empowerment, civic education, governance, and community mobilization are encouraged to apply.

4. The Proposal

Interested CSOs should submit a proposal that includes:

  • A plan outlining leadership workshops, civic education sessions, community outreach, and ward-level elections, including geographical coverage, timelines, and engagement methods.
  • A detailed budget breakdown for all proposed expenses, with funds disbursed as Low Value Grants (LVG) through the UNDP framework, along with justification for cost-effectiveness.
  • A work plan and timeline specifying activities, milestones, and the implementation schedule (September–November 2025).
  • A monitoring and evaluation strategy describing how success and impact will be measured, including indicators such as women engaged, participation levels, community reach, and leadership outcomes.
  • Demonstration of organizational capacity, including relevant experience, staffing, and past successful initiatives in women's leadership, civic education, and community mobilization.
  • Financial documentation and appendices, including audit reports, bank statements, CVs of key staff, examples of similar work, and community endorsements or support letters.

5. Implementation Approach

  • Implemented through Low Value Grants (LVG) with selected NGOs/CSOs coordinating activities at national, provincial, and ward levels.
  • Conduct leadership workshops to strengthen skills, civic participation, and electoral awareness of Outstanding Women.
  • Reconnect Outstanding Women with communities, deliver civic education, and facilitate community-based selection of new leaders.
  • Apply monitoring tools, conduct site visits, hold reflection sessions, and submit progress and final reports.

7. Budget

  • It covers all nine provinces and Honiara, with funding allocated through Low Value Grants depending on scope and coverage.
  • Administrative & Operational Support including coordination, oversight, communication, and reporting.
  • Provincial and community activities such as workshops, civic education, leadership training, and outreach.
  • Ward-level elections, workshops, training, and monitoring & reporting activities, including venue hire, facilitators, participant allowances, materials, and final evaluation.

8. Monitoring & Reporting

All implementation of NGOs/CSOs will be required to:

  • Submit interim and final financial/narrative reports in UNDP/SECSIP formats.
  • Conduct participatory monitoring activities with beneficiaries.
  • Compile lessons learned and recommendations for future scaling.
